Tri-State Generation and Transmission Association, Inc. Reliability Assurance Program Manager I, II, III or Senior (IRC32136) in Westminster, Colorado

Brief Posting Description

Responsible for the development and implementation of Transmission System Operation's data and documentation program for assuring reliability of the transmission system. Position assures compliance with North American Electric Reliability Corporation (NERC) Standards applicable to Transmission System Operations functional areas (TOP, EOP, PER, VAR, IRO, MOD, and COM). Position supports data integration and data management for efficient reliable operations and situational awareness. Position supports and ensures development as well as ongoing administration of System Operations procedures and programs to support the reliability and compliance with NERC Standards Requirements.

NOTE : There is one position available and this position will be filled at either the Reliability Assurance Program Manager I (NB18), Reliability Assurance Program Manager II (NB20), Reliability Assurance Program Manager III (NB22) or Senior Reliability Assurance Program Manager (NB23). This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Job Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  • Develop requirements, procedures, methods and operating/workflow models for System Operations to support reliable operations and compliance.

  • Create business process documentation and operating/workflow models, which include both documentation of existing operational processes, and modeling of future state operations to create improvements and efficiencies.

  • Perform the Compliance Coordinator role for System Operations and ensure that departmental priorities align with the corporate goals.

  • Evaluate, develop, implement, maintain, and track Internal Controls.

  • Identify gaps and report on Internal Control maturity, and compliance status.

  • Manage System Operations data integration efforts with EMS, iTOA, PI, Sharepoint, and others.

  • Prepare management status reports for assigned projects.

  • Perform audit and compliance activities including, but not limited to: audit preparation, audit interviews, mitigations, and periodic review of logs; evidence compilation.

  • Partner and team with Corporate Compliance and other functional area Compliance Coordinators to ensure consistent application of Internal Controls and compliance implementation.

  • Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements. Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, NERC Reliability Standards, and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

OTHER DUTIES AND RESPONSIBILITIES:

  • Maintain current knowledge of industry standards and train System Operations staff.

  • Develop, deliver and assist with training as needed.

  • Generate compliance reports routinely.

  • Perform other related duties as assigned.

REQUIRED JOB QUALIFICATIONS:

Education and Training:

  • Bachelor of Science degree in Engineering, Business, or an equivalent combination of System Operations or Compliance experience and/or education.

  • Training and/or equivalent experience in the areas of electric utility real time system operations.

Knowledge, Skills, and Ability:

  • Ability to apply, and strong knowledge of, principles and practices of transmission system operations.

  • Ability to make clear, consistent, and timely decisions.

  • Ability to maintain clear and open communication with peers and customers.

  • Ability to maintain cooperation and collaboration.

  • Ability to work in partnership with other teams and functional areas.

  • Ability to deliver high quality and innovative service to internal/external customers.

  • Advanced knowledge of NERC Transmission Operations standards

  • Knowledge of process control and supervisory control and data acquisition systems (SCADA)

  • Knowledge of change management and configuration management principles

Experience:

  • Eight (8) or more years utility experience and experience in the following:

  • NERC Operations Standards

  • SharePoint

  • Business Intelligence tools

Other:

  • Willingness to travel as needed for meetings, conferences and training (Must possess a valid driver's license.)

  • Must be able to demonstrate that he/she can perform all of the essential functions of the position.

NOTE : The above requirements describe the experience and education qualifications for the Senior Reliability Assurance Program Manager. Those with less experience will be hired at the Level I, II or III.
