Tri-State Generation and Transmission Association, Inc. Environmental Planner-(Air Quality) I, II, III or Senior (IRC28233) in Westminster, Colorado

Brief Posting Description

Responsible for developing, planning, preparing and monitoring environmental studies and reports for assigned projects; developing, implementing, and managing air, water quality, hazardous waste, and toxic substance compliance programs. Obtain all required environmental agency approvals for proposed construction, operation and maintenance-related projects. Develop environmental management systems compliance programs, and procedures, and records for compliance with the Clean Air Act, Emergency Planning and Community Right-to-Know Act, Resource Conservation and Recovery Act, Toxic Substance Control Act, Hazardous Materials Transportation Act, Clean Water Act and Federal Insecticide Fungicide and Rodenticide Act.

NOTE: There is one position available and this position will be filled as an Environmental Planner I (NB17), Environmental Planner II (NB19), Environmental Planner III (NB21), Senior Environmental Planner (NB23). This decision will be based on the qualifications and experience of the selected candidate and Tri-State business needs at the time of hire.

Job Requirements

REQUIRED JOB QUALIFICATIONS

Education and Training

  • Bachelor's degree in physical or biological sciences or related area, or equivalent combination of education and/or experience.

Knowledge, Skills, and Ability:

  • Working knowledge of National Environmental Policy Act and related Executive Orders regarding environmental planning associated with construction projects.

  • Working knowledge of Resource Conservation and Recovery Act (RCRA), Toxic Substance Control Act (TSCA), Clean Air Act, Clean Water Act, Superfund Amendments and Reauthorization Act (SARA), Hazardous Materials Transportation Act (HMTA), Safe Drinking Water Act, Emergency Planning and Community Right-to-Know Act, Oil Pollution Act, and the Pollution Prevention Act.

  • Physical ability to make field inspections.

  • Ability to communicate effectively, both verbal and written, particularly with regulatory agencies.

  • Working knowledge of the PC and corresponding business software, including word processing and spreadsheets.

  • Ability to maintain effective working relationships.

Experience:

  • Experience Requirements for a Senior Environmental Planner: Eight (8) years of related experience in environmental compliance and/or planning, including one year of experience in a lead or coordinator role.

  • Experience Requirements for a Environmental Planner III: Five (5) years of related experience in environmental compliance and/or planning, including experience in a lead or coordinator role.

  • Experience Requirements for a Environmental Planner II: Two and a half (2 1/2) years of related experience in environmental compliance and/or planning.

  • Experience Requirements for a Environmental Planner I: Zero to two and a half (0 to 2 1/2) years of related experience in environmental compliance and/or planning.

Other:

  • Willingness to travel up to 25 percent of the time on an annual basis. (Must possess a valid driver's license.)

  • Work Environment: While performing the duties of this position, the incumbent is exposed to dust and exposed to electrical risks, works around large industrial operating equipment.
