Raytheon IIS/GIS provides Operations and Maintenance support for the Intelligence Community Raytheon Intelligence, Information and Services (IIS) is seeking a Chief Engineer (CE) to support an enterprise contract/program for a classified customer. AMARANTH combines Systems Engineering and Integration (SE&I) scope from multiple existing legacy programs into a single SE&I contract to support the customer’s multi-site (CONUS and OCONUS) Enterprise. The program provides Enterprise and site-based SE, Integration, Test, and Configuration Management services to support operations of the customer’s strategic missions. The Chief Engineer will be responsible for working with a diverse engineering team and collection of stakeholders to transition current site-based processes and practices to multi-site Enterprise standards with an emphasis on contract growth. The Chief Engineer will be responsible for articulating, defining, and documenting the approach for supporting transition from the current system based operations model to an ISP/ASP service-based operations model. The CE is the technical lead responsible for technical and process execution of the program. The CE has engineering oversight of all technical aspects of the program. The CE will be responsible for providing innovative solutions that increase program efficiencies, achieve transition to Enterprise standards, and foster innovation that enables contract growth. The CE will work closely with the program management office to lead program execution and contract growth. Responsibilities include: •Providing technical and process leadership for the program as a mentor to program engineers •Partnering with customer, program office, and teammates and to deliver innovative and efficient enterprise engineering practices •Executing a technical Enterprise approach that standardizes processes and procedures to increase efficiencies and reduce operational life cycle costs (economies of scale of multi-site Enterprise) •Providing operations support for the customer’s transition from system based infrastructure to a services architecture •Communicating technical status to internal and external stakeholders and leading technical reviews and resolving systems engineering and integration issues, leading and participating in technical interchange meetings •Contributing to and reviewing engineering changes and cost estimates; leading contract growth efforts across the contract Required Skills: •Self-directed with demonstrated ability to organize and provide technical leadership for a diverse (both geographic and technical) team with exceptional interpersonal skills to establish and maintain working relationships with all levels of customer organizations, customers, users, peer groups, and associate contractors •Excellent written and oral communication skills, including presentation skills to customers at senior levels and/or Raytheon leadership •Experience working in a multi-site Enterprise environment including experience organizing and staffing to execute efficiently across multiple locations and facilitating cross organizational solutions in response to diverse objectives •10 years of experience as an SE in roles of increasing technicl leadership responsibility, with recent experience in SE and integration for large systems either in O&M or development •Domain experience with classified customers strategic operations and processes for evaluating and implementing requests for change (RFCs) and ECP contract growth •Demonstrated Technical Leadership experience in systems engineering, systems integration or test of large system/software development programs; experience in Operations and Maintenance of deployed Mission Applications. Experience working with Tier 1 and Tier 2 in the resolution of system discrepancies; technical engagement in SIGINT data processing as an Analyst, SE, or IV&T engineer; technical engagement in GEOINT data processing as an Analyst, SE, or IV&T engineer •Ability to the identify, manage, and mitigate technical risk within a proprietary customer environment •Demonstrated knowledge and experience of the following Systems Engineering functions: •Requirements development and management •Design Review Facilitation (PDR, CDR, EDR) •System architecture, System integration, System verification and validation •Configuration management and Engineering Review Board participation •Experience with Microsoft Office suite of tools, particularly Excel, Project, SharePoint, and PowerPoint •Able to travel CONUS and OCONUS as needed to support program and business goals (Domestic and International travel will be required as needed) Current TS/SCI clearance with Poly Desired Skills: •Experience in mentoring junior engineers throughout the engineering life-cycle •Able to work flexible times in support of OCONUS functions •Experience with Cloud Computing infrastructures •Experience in performing Program Engineer functions •Six Sigma Certification Required Education (including Major): •10+ years of experience with a B.S./M.S. or higher in Aerospace Engineering, Systems Engineering, Electrical Engineering, Computer Science, Computer Engineering, Physics or Math This position requires a U.S. Person. 125948
