CITY OF PUEBLO Traffic Engineer in PUEBLO, Colorado

POSITION: Traffic EngineerDUTIES: Performs supervisory, technical, administrative, publicrelations and engineering work, designing, coordinating and regulating theCity's transportation systems...Develops/manages annual budgets for traffic engineering, trafficmaintenance, .and. the parking enterprise. Forecasts future needs andcommunicates estimated funding information to the Director of Public Works.Manages/supervises the day-to-day activities of the TransportationDepartment staff: setting work schedules; assigning, monitoring andreviewing work activities and related timeframes and deadlines; mentoringand guiding employees; conducting performance reviews;recommendingcorrective actions if necessary; ensuring employees' compliance withdepartment policies and procedures.Coordinates procurement of material/equipment/new technology used byDepartment.Investigates and analyzes traffic safety and operation related issues and isaccountable for all traffic signals, signs and pavement markings within city.Conducts and/or reviews traffic studies, including but not limited to,crash, conflict, speed, volume, neighborhood circulation,corridor, school crossing and zones, parking, travel time, delay,capacity, economic, human factor, pedestrian and street lighting studies;Reviews land use cases/determines development requirements, analyzestraffic impacts/traffic impact studies,.and. advises remediationrecommendations to insure conformance with sound traffic engineeringprinciples.Conducts analysis/prepares plans/reports, presentations to policymakers, other administrators, and the public.Responsible for the City's traffic signal system including development oftraffic signal timing .and. optimization of coordinated signals.Develops and manages life cycles of assets including traffic signalsinfrastructure, electronic devices, signals and signal components,pavement markings, signs, communications, etc.Works collaboratively with other City departments.Applies for .and. manages grants for various safety, operations or multimodalprojects.Oversee the development of plans/ specifications involving trafficoperations including intersection/roadway/traffic signal/signs .and.pavement markings / multi modal .and. parking lot designs.Collaborates w/ Human Resources Depart in the process to hire/promoteor transfer employees.Manages department fleet vehicles/equipment, and provides direction toallow a continuously productive, effective, efficient workforce byreviewing and analyzing needs.Develops scopes of work and cost estimates.Collaborates w/ Purchasing Department to advertise/bid projects,administers contracts .and. manages consultants.Evaluates new technology and defines what new equipment tools, bestpractices, skill sets and training are needed related to the new technology.Reviews and approves work zone traffic control plans.Oversee compliance with the zoning code related to off-street parkingrequirements for commercial development.Oversees/manages the Parking Enterprise, including maintenance andoperation of the public parking lots, establishing time zones, meteredparking, and various parking programs.Reviews .and. approves roadway construction plans in accordance with Citystandards including geometric design, access, street lighting, etc.Manages and coordinates the red-light photo enforcement program with thePolice Department.Manages .and. oversees sight distance complaints and ensures compliance.Prepares resolutions/ordinances for consideration by the City Council.PHYSICAL REQUIREMENTS: With or without a reasonable accommodation:Uses visual acuity to observe traffic operations, including traffic signaltiming, review plans and submittals and perform daily functions.
