CITY OF PUEBLO Stormwater Coordinator in Pueblo, Colorado

Position: Stormwater CoordinatorDuties: Responsible for the design of drainage facilities within the Cityand the review of drainage reports, plans and specifications submitted byprivate developers for new development within the City, the implementationof the City's NPDES Municipal Stormwater Permit, and the review of plansand specifications for the City's stormwater capital improvement program.Thesuccessful candidate will have technical responsibility for the City'sNPDES Municipal Stormwater Permit, and implementation of the six minimummeasures as mandated by the City's coverage under the permit.Accountable for regulatory compliance; program design,financing/budgeting, and management; engineering planning and review;and design and construction of permit driven projectsGives presentations to City officials, departments, and other parties asappropriateSupervises, trains, evaluates, and recommends discipline onprofessional, technical and/or line staffAttends meetings and works with the public and other agencies and departmentson drainage issues and NPDES permit requirementsDevelops maintenance policies and procedures for drainage facilitiesUpdates the City's drainage design criteria and policies as neededPerforms hydrologic analysis and develops designs for drainage systems forcity projects, including storm sewers, inlets, manholes, detentionponds, outlet control structures, channels, erosion control measures, etc.Reviews and approves new products used in drainage systems and for erosioncontrolPrepares master drainage plansDevelops flood proofing measures for structuresReviews drainage reports, plans, and specifications submitted by privatedevelopers for new development within the CityReviews and approves all capital improvement projects for the StormwaterUtility Department.Prepares contract bid documents, specifications, cost estimates and designdocumentsPHYSICAL REQUIREMENTS With or without a reasonable accommodation include,Frequent lifting, carrying, pushing and/or pulling of up to fifteen(15) pounds to move material and supplies; occasional lifting, pushingand/or pulling of up to twenty-five (25) pounds with dollies and cartsConstant sitting to perform daily tasksOccasional walking to retrieve informationFrequent standing, sometimes for extended periodsOccasional squatting, reaching above and below shoulder, twisting,bending, kneeling, climbing, and balancing to store documents,material, and suppliesConstant light/firm grasp, fine manipulation, and handling to safely useequipment and perform daily dutiesVision to create, read, and interpret reports and other written documentsSpeech communication and hearing to maintain communication with employees andcitizensRequirements:Bachelor's degree or higher education in Civil Engineering (graduate degree a plus)Five (5) years of experience managing and completingwater/stormwater projectsRegistration as a Professional Engineer in Colorado or the ability to obtain aColorado registration through reciprocity within one year from date of hire.Driver's license at time of application and a valid Colorado and by date ofappointmentOther Requirements: communicate well with and provide good customer service tosuperiors, other City employees/the public/other private/public agenciesDetailed and results oriented, with strong analytical, communications,and program development skills. knowledge of local surface water management programs and regulations, aswell as relationships with key staff administering these programs in Colorado. manage project teams involving planning and design of waterresource, environmental, and surface water practices and procedures. analyze and develop flood plain information. produce construction documents in AutoCADKnowledge of Geographic Information Systems (GIS) and stormwater modelingsoftwareKnowledge of erosion control measures and current drainage analysis and designmethods, practices/procedures develop drainage system maintenance policies as needed effectively
