General Purpose

Under the general direction of a licensed professional engineer, the incumbent will review the transportation elements in traffic impact studies and data shown on site plans submitted with applications for commercial building permits, Public Improvement Construction Plans, Special Review land use permits, Site Development Plans, minor subdivision, and right-of-way/easement vacations. Incumbent will provide written comments and verbal explanations to applicants as needed to ensure compliance with the relevant City regulations and standards.

The salary range for this position is $24.43 - $36.63 per hour with a hiring range of $24.43 - $30.53, depending on qualifications and experience.

Our Position

Review access needs, access and adjacent street geometry, site circulation patterns as may affect access to streets, street sidewalk elements, and Public Improvement Construction Plans, for accuracy, good design practice, and conformance to the City of Loveland Municipal Code and street development standards for specials reviews, Site Development Plans and commercial and multi-family residential building permit applications. Provide written review comments. Independently research City records for all pertinent information relating to specific Special Review, Site Development Plan, and commercial and multifamily residential building permit land use proposals and requests to vacate public easements or right-of-way. Formulate conditions of approval, analyze the project for compliance with the Adequate Community Facilities ordinance and other transportation policies/regulations, and itemize the technical corrections needed for compliance. Coordinate with professional engineering staff regarding potential traffic impacts related to the development and enter the conditions, analysis, and technical corrections into the City's computer system for transportation review of Planning and Building developments/permits. Complete reviews prior to the established deadlines. Contribute toward the resolution of conflicting design needs between the Engineering Division, other City departments, utility companies, and applicants. Provide timely and courteous assistance to the public in-person and over the phone.

OTHER JOB FUNCTIONS:

Perform field visits to the sites as needed with the review and evaluation of the proposed development for conformance to City standards. Provide technical forms and agreements for rights-of-way, deeds and easements using a personal computer. Calculate (for commercial and multifamily building permits) or estimate (for fee estimate requests) Street CEF (Capital Expansion Fee) amounts, including any Street CEF change in use credit amounts, for review by the Senior Civil Engineer to provide to the Building Division (includes research of past building permits using City historical data on file,).

Knowledge, skills and abilities:

Demonstrates knowledge of the procedures and requirements of the City of Loveland subdivision and zoning codes, as well as the street development standards as they relate to the design and construction of pedestrian, streets, bicycle and motor vehicle access and circulation for new developments. Remain abreast of technical developments in the fields of civil engineering, traffic engineering and land development. Superior written and oral communication skills in order to communicate effectively with City staff, consultants and the public. Demonstrated knowledge of various PC software such as Word Processing, Spreadsheet, Contact Management, Desk Top Publishing and the Accounting, Planning and Zoning, and Building Permit software. Ability to read and comprehend blueprints, plats, legal descriptions and other construction-related documents. Ability to independently solve familiar transportation problems. Provide accurate and error-free work under pressure and meet reasonable deadlines. . General knowledge of land surveying principles. Working knowledge of Colorado annexation and subdivisions statutes as they pertain to right-of-way dedications is desirable. Must posses a valid driver's license.

Education and/or formal training:

Associate in Applied Science degree in Civil Engineering or a closely related field.

Experience:

One year experience working as a civil engineering technician or related position, which includes street design and construction; or an equivalent combination of education and experience.

Incumbent should expect to perform the essential functions of the position in a typical office environment that may require bending and kneeling, sitting for an extended period of time and reaching. Must display patience, professionalism and courtesy when dealing with stressful situations involving citizens, staff and professional peers. Will be expected to traverse varied typographical conditions such as rocky terrain or heavily trafficked urban streets. Must be able to work in adverse weather conditions. Manual dexterity, bending, stooping, and handling objects up to 25 pounds are required to complete the job tasks.
