Responsibilities
  • Supervise the staff of the Policy, Planning, and Permit Review Branch (PPPRB).
  • Manage branch programs and determine budget and staffing requirements and program needs to carry out branch air and visual resource management responsibilities.
  • Develop and approve annual work plans for the branch and provide input to the division level work plan.
  • Responsible for timely and well vetted staff technical assistance to parks and other NPS offices.
  • Provide oversight and strategic guidance on NPS review, recommendations for and advancement of the incorporation of park protection considerations into the development of new standards, regulations, permits, land use plans, etc.

Qualifications

MINIMUM QUALIFICATIONS:To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience for the respective grade level in which you are applying:

GS-14:

Specialized Experience: Applicants must have at least one year of specialized work experience equivalent to the GS-13 grade level in the Federal service performing the following:**

1) developing and using air quality-related information to influence federal and/or state legal, regulatory and permit requirements to advance natural resource protection; 2) organizing or leading multi-disciplinary investigations to identify causes and effects of air pollution and implications of land use plans on the natural resource protection; 3) serving as spokesperson for natural resource program, including communicating with and influencing high level officials in policy-making roles in the government, industry, or non-governmental organizations; and 4) managing natural resource and budget related programs. This experience must be comparable in scope and responsibility to the GS-13 level in the Federal service.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 is required to meet the time-in-grade requirements for the GS-14 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Physical Demands: The work is primarily sedentary. Occasional physical activity is required during on-site inspections of park areas and project sites.

Working Conditions: The work us performed primarily in an office setting. However, there may be considerable travel to attend meetings, conferences, and inspections at field locations.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
