Position SummaryPinyon is seeking a NEPA Specialist to help manage and support the developmentof environmental review documents; manage and support CategoricalExclusions, Environmental Assessments, and pre-NEPA screenings; andsupport on NEPA proposals.Essential Responsibilities Manage all aspects of a Categorical Exclusion. Project/task management and technical analysis on EnvironmentalAssessments and/or Environmental Impact Statements. Project/task management and technical analysis for planning studies,Reevaluations and other similar documents. Complete technical analysis for one or more of the NEPA technicalresource areas (e.g., biological resources, wetlands, cultural resources etc.) Complete technical scopes for proposals. Client management. The responsibilities of this position include, but are not limited tothose stated above.Knowledge, Skills, and Abilities Bachelor's degree in environmental discipline (e.g., environmentalscience, biology, environmental planning, environmental engineering etc.). 4 to 6 years of National Environmental Policy Act (NEPA) experience. Knowledge of Section 106, Section 7, and Section 404 clearance andpermitting requirements. Experience working on Environmental Impact Statements, EnvironmentalAssessments and Categorical Exclusions Experience working on projects for state department of transportationsand for projects under the jurisdiction of the FHWA or FTA oversight is aplus, but not a requirement. Experience working on projects for BLM, FEMA, and/or FHWA CFL is aplus, but not a requirement. Manage the environmental tasks of a Categorical Exclusionindependently, and have the background/ability to complete one or more ofthe technical resource areas (e.g., biological resources, hazardousmaterials, socio-economic, cultural) Strong technical writing skills and effective communication skills arerequired. Candidate must have the ability to manage a NEPA project (CategoricalExclusion at a minimum) from the proposal phase to project completion. Demonstrated ability to manage a multi-disciplined team of resourcespecialists (e.g., biologists, planners, historians) is required. Analytical data review, interpretation, and report preparation. Ability to work independently or in a group.
