Description of Job
This licensed professional engineer position is responsible for independent review of complex traffic impact studies and engineering plan sets, primarily focused on access to state highways. This includes ensuring that access designs and traffic engineering elements of CDOT projects are in compliance with engineering standards and agency policy. This position is also responsible for assisting with specialized engineering studies and technical reviews concerning access, corridor management, and other aspects of traffic engineering.
Major duties and responsibilities include, but are not limited to:
Interpret, apply, and enforce the State Highway Access Code (SHAC) to existing and proposed accesses to the state highway system;
Coordinate review of access proposals with the Federal Highway Administration (FHWA) and other specialty unit managers;
Provide professional engineering guidance and expertise on access management by reviewing corridor management plans, access control plans, corridor optimization plans, and engineering traffic studies and development plans for compliance with the SHAC and other applicable engineering standards or other plans that affect highway access;
Approve and sign access permits, ensuring that all technical work including roadway design, hydrology, environmental, and traffic design meet CDOT and FHWA standards;
Act as a liaison between the Traffic engineering unit and other CDOT engineering residencies;
Attend project meetings (scoping, FIR, FOR, pre-construction) and provide traffic engineering support for design and construction projects;
Provide oversight of access construction activities on the state highway system; ensure permitted work is being performed in accordance with the accepted Notice to Proceed (NTP) plan set; determine the applicability of design manuals, standards, regulations, codes and specifications to be used to construct the project;
Provide timely, courteous and effective responses to the general public, elected officials, and the media through interpersonal communications; address walk-in and call-in requests as appropriate;
Develop and conduct presentations for public workshops, meetings, and hearings;
Provide training to both internal and external stakeholders on access and corridor management topics;
Negotiate solutions to complex issues of conflicting interest within the scope of authority;
Lead access-related meetings with developers, landowners, engineers and local government entities regarding development, access planning, and corridor access management plans;
Other job duties as assigned.
Primarily 8:00 AM – 5:00 PM work hours, Monday-Friday
Approximately 10% spent in the field, 90% spent in the office
Travel required during work hours throughout northwestern Colorado (CDOT Region 3)
Occasional overnight travel 1-3 times a year throughout Colorado
Required to operate CDOT vehicles
Position may work outside in variety of weather conditions and near high speed traffic
May work at high elevations

Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
Stronger candidates will be those that demonstrate depth and breadth of skill and ability, through a combination of professional experience and formal training, to successfully perform the duties and responsibilities of this position.
The Exceptional Applicant will be an experienced Access Engineer and will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section;
Highest work/personal ethics and integrity;
Civil engineering design and construction knowledge and experience;
Working knowledge of traffic engineering processes, theories, laws, principles, conceptual models, and best practices;
Experience working with the State Highway Access Code (SHAC);
A history of ensuring compliance with all applicable policies, laws, rules and regulations;
Transportation project management experience, including the ability to successfully plan, organize, and manage multiple, concurrent projects or tasks of varying complexities;
Knowledge of the MUTCD and AASHTO standards, traffic modeling (Highway Capacity Software, Synchro and SimTraffic), and traffic signal operations;
Experience managing budgets to ensure projects or programs are cost effective;
Experience with Smart Work Zone and Intelligent Transportation Systems (ITS) technologies in work zones;
Experience with traffic signal and ITS projects;
Knowledge of CDOT standards and specifications;
Construction management experience;
Consultant/contract management experience;
Experience working with multiple and diverse stakeholders, with sensitivity to their needs and priorities;
Ability to work under tight deadlines and be adaptable to changing assignments;
Ability to take initiative to solve problems in an innovative manner;
Ability to negotiate mutually acceptable solutions; build consensus through give and take;
Strong interpersonal and relationship building skills;
Strong time and project management skills, including prioritization and multi-tasking ability;

Fluency in Microsoft Office Suite (Word, Excel, Access), Google Applications, Gmail, SAP, MS Project, Salesforce, and the ability to quickly learn other software systems.
