Job Description

The Senior Facility Civil Engineer position requires excellent communication, decision-making, project/task management, and planning skills with an unquestionably high ethical standard and attention to reputation and management risks. Demonstrated ability to collaborate with constituents at all levels in the organization, attention to detail, talent development, and commitment to research and facility needs.

Position will oversight civil/site and structural engineering services provided by the Site Operations PMEC group for operations and construction projects in support of the research mission at NREL’s two campuses: South Table Mountain and the National Wind Technology Site as well as leased facilities. General duties include scope definition and the preparation and review of subcontract statements of work, cost estimating, and preparation of internal drawings, specifications and calculations. This position shall function as a Subject Matter Expert (SME) for Site Operations in civil/site engineering and may function as a lead or SME for structural depending on qualifications. Structural engineering experience is preferred but not required.

Reporting to the Site Operations Project Management, Engineering, and Construction (PMEC) Group Manager, the Facility Civil Engineer has the following responsibilities:

  • Serve as a subject matter expert (SME) for civil/site engineering services and as a lead for structural engineering services for PMEC engineering activities and designs completed by the PMEC engineering group and external A/E subcontractors.

  • Lead the process for regular updates to the PMEC Design Guidelines, Master Construction Specifications, and engineering best practices related to civil/site/structural engineering.

  • Assist Project Managers, Researchers, and other Engineers and/or Architects with scope definition and statements of work for relevant construction projects that require civil/site/structural engineering review and/or other assistance.

  • Assist research and other engineers/architects to develop independent cost estimates for projects in various stages of planning and execution.

  • Oversight preparation of internal construction drawings, specifications, calculations and project cost estimates for design and construction projects needing civil/site engineering support.

  • Review external and internal project drawings, specifications, and calculations at the 50%, 90%, and 100% progress intervals or as needed for the specific project requirements.

  • Review RFIs, ASIs, shop drawings, product submittals and coordination drawings related to civil/site/structural engineering.

  • Attend construction meetings, site observations, and final punch walks providing technical guidance as needed to support Project Manager.

  • Hold stakeholder meetings as needed to assist researchers with defining project scope and budget for future project requests involving civil/site/structural engineering.

  • Assist ESH&Q, FMs and other personnel with the development of lab level procedures and hazard assessments where needed.

  • STOP WORK where necessary to protect users, NREL personnel, Subcontractors, and the facility itself

  • Maintain knowledge of legal and ethical engineering issues and practices

  • Strong team leader, able to manage a team of other engineers whether external or internal.

  • Remain current with knowledge of industry governing laws, regulations, codes, and standards.

Basic Qualifications

Degree in Civil Engineering or related field. BS degree plus 9 years of related experience, or MS degree plus 7 years of related experience.

  • Strong team leader, able to manage a team of other engineers whether external or internal.

  • Remain current with knowledge of industry governing laws, regulations, codes, and standards.

  • Strong critical thinking, decision making and problem solving/conflict resolution skills.

  • Effective time management and organizational skills.

  • Other activities and duties as required to ensure the success of the PMEC engineering group and support the PMEC Group Manager.

Preferred Qualifications

Understanding of the use and capability of specialized software applications, including: Computer aided design systems (e.g., AutoCAD, MS Word, MS Excel, MS PowerPoint, MS Project, etc.). Additional technical requirements include:

  • Broad knowledge of facility and building systems and structures, relevant building codes, and supporting facility and site infrastructure (utility distribution systems, site improvements, etc.) for commercial and industrial facilities

  • Knowledge of standard civil/site construction techniques and practices including experience with field observation of construction activities

  • Experience with performing and managing civil/site engineering designs as well as managing A/E consultants/subcontractors related to civil/site/structural design.

  • Registration as a Professional Engineer in the State of Colorado in the applicants specific engineering discipline or ability to obtain registration within 12 months.
