Description of Work Unit

The NREL is a research and teaching unit at Colorado State University with a mission “to ensure the sustainability of the Earth’s ecosystems through the generation and application of new knowledge.” The department’s interdisciplinary, ecosystem research promotes collaborations among disciplines and across fields of expertise at CSU and throughout the world. As a soft-money research unit, this role is critical to ensure adequate funding to sustain its vital role in the research community both locally and across the globe.

Position Summary

Colorado State University’s Warner College of Natural Resources seeks a Research Project Manager to help provide oversight in the NREL research unit and ESS academic department. The college exists in a dynamic environment that offers the opportunity for a great deal of diversity with respect to financial management. The Research Project Manager (RPM) position functions within the centralized fiscal office for these two units. The office provides coordination, oversight and direct support for budget, accounting, payroll, and research administration functions. The office supports management decisions with accurate and timely data, meaningful financial reporting, policy interpretation and personal assistance to individual faculty, researchers and staff. The office also ensures compliance with all applicable local, state and federal regulations in the conduct of college business. The team philosophy is an important concept in the operation of the unit and the RPM is expected to work collegiality with other team members to create an environment of cooperation and synergy. This position reports to the Business Manager of NREL/ESS. This position provides business and fiscal project management support and oversight to the departments. The RPM is considered to be professional; the nature of the work being project management focused rather than transaction focused. An emphasis is placed on the ability to analyze, evaluate and forecast financial data for management purposes. The position is expected to operate independently, using professional training and experience to apply judgment in determining appropriate methods to use in order to generate information necessary to assist in making sound management decisions. The position must make independent choices from among generally accepted business practices and relevant contracts and grants regulations while also ensuring completion of all tasks along the way.

Required Job Qualifications

  • Bachelor’s Degree in accounting, finance, business or related field OR Bachelor’s degree PLUS 4 years of directly related business experience that includes Accounting, Human Resources, and general operations.

  • Experience and working knowledge of Microsoft Office suite and use of data mining tools.

  • Proficiency in an office productivity suite, with particular emphasis on spreadsheet and word processing software.

Preferred Job Qualifications

  • Experience in contract and grant administration, including managing all areas of sponsored research administration, working with University Sponsored Programs Office, and knowledge of the Uniform Guidance.

  • Experience working in a higher education environment and knowledge with interpreting higher education issues, policies and structures.

  • Demonstrated experience in the management of recharge centers.

  • Experience in fostering collaboration and cooperation amongst diverse group of individuals.

  • Experience working with federal salary certification reporting.

  • Supervisory experience.

  • Experience and working knowledge of accounting and information systems including Kuali Financial System, HR Oracle.

  • Demonstrated communication skills; especially verbally and in writing

Duty/Responsibility

Present standard, financial reports and develop ad hoc reports as necessary to adequately represent an ongoing review of the financial status of the individual project. Prepare consolidated financial reports as necessary in order to present a comprehensive view of projects under the management responsibility of individual researchers. This position provides financial advising and guidance for the unit and will coordinate all financial policy and procedures to insure that proper financial/accounting rules are adhered to. Responsible and accountable for evaluating and implementing adequate internal control policies, processes and procedures as needed in collaboration with the business manager and departmental requirements. Provide oversight of the fiscal office tasks including management of the PCARD program, review of purchasing, travel and other financial documents as well as ensuring adequate staffing for the office for completion of these tasks. Manage equipment inventory.

Monitor department recharge accounts and billings including monthly reconciliations, financial record retention, and adhering to financial procedure instructions. Develop a partnership with the individual researchers in support of the management and financial analysis of the sponsored and departmental projects. Manage subcontracts within the unit by creating the necessary agreements, tracking monthly invoices and ensuring budgets are sufficient. Assist with special projects, both recurring and ad-hoc.
