This Community Planner position functions as a project manager responsible for the preparation of a variety of complex and often controversial planning projects and studies such as general management plans, foundation plans, comprehensive management plans, development concept plans, transportation plans, and special resource studies.This position will draft related environmental documents such as memos to the file, environmental assessments and environmental impact statements. The position will encompass all aspects of the planning process including complex public outreach and involvement, oral presentations, environmental compliance, team management and budgeting. This position will lead teams through politically controversial and complex planning projects, encompassing natural and cultural resources and visitor use management, as well as successfully completing implementable plans. This position will examine policy issues and strategic planning with a long-term perspective. In many cases assignments lack precedent, applicable technical guides, and potentially have broad implications on numerous public and private entities. This Community Planner will prepare project agreements outlining scope, staffing, scheduling, and budget needs. This position will exercise contracting officer representative authority for the execution and administration of professional services and contracts

- You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
- You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
- If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
- You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
- You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
To qualify for this position at the GS-12 grade level, you must possess both Basic Requirements and Specialized Experience as outlined by the following examples. These qualifications must be met by close of the announcement:
BASIC REQUIREMENTS: possess undergraduate or graduate education with a major study in community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.
OR- Possess courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience in community planning acquired under the supervision and guidance of a community planner or additional education.
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: preparing planning projects and studies such as general management plans, foundation plans, development concept plans, transportation plans or special resources studies. Providing contracting officer representative authority for the execution and administration of professional services and contracts. Making oral and graphic presentations of findings and project status. Leading conflict management resolution efforts among public and private entities. Leading and manages an interdisciplinary team of professionals. Preparing planning documents such as scoping newsletters, foundation statements, analysis and summary of public contacts, summary and completion plans. Preparing National Environmental Policy Act documents such as environmental assessments, environmental impact statements and finding of no significant impacts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: Most work is sedentary, but incumbent is expected to travel when necessary and work in outdoor settings, which require hiking and enduring various, occasionally extreme, environmental conditions. Situation may arise with considerable time constraints and long hours.
Working Conditions: Work is performed primarily in an office environment, meeting room, or similar setting. Travel may be frequent and involves the normal risks and discomforts of automobile, bus, rail or air transportation travel. During periods of fieldwork the employee may be exposed to a variety of climates, altitudes and other environmental factors.
