Description of Job

The Work Unit:

This position is located in the Colorado Immunization Information System (CIIS) unit. The purpose of CIIS is to collect and consolidate immunization information from public and private healthcare providers throughout Colorado to provide real-time information for clinical decision-making at the ‘point of care’ about which immunization(s) an individual needs at the time of each healthcare visit. In addition, CIIS is used by healthcare providers and public health to identify and notify parents/guardians that their child has not received recommended immunizations. CIIS data is used to calculate immunization coverage rates in the state and in subpopulations for public policy development and to target interventions to improve immunization coverage rates.

What You'll Be Doing:

As a Data Interface Specialist, this position acts as a data exchange manager for immunization and demographic data sent electronically from healthcare providers and other entities to the CIIS program. This position leverages the CIIS Data Validation portal for processing, analyzing and recommending corrections to complex inbound batch data files and inbound/outbound real-time data messages. Provides in-depth data quality analysis for immunization data and works with users to resolve any identified problems. Assists with compliance to policies and procedures regarding immunization information systems. Assists in all technical aspects of new electronic interface implementations to CIIS, including: project tracking, Electronic Health Record (EHR) system compliance with CIIS messaging specifications, connectivity and validation of data format and content

As the Data Interface Specialist this position will be tasked with the following:

ELECTRONIC DATA EXCHANGE AND SYSTEM INTEROPERABILITY

  • Performs onboarding activities to connect healthcare providers to the Colorado Immunization Information System (CIIS).

  • Acts as a technical liaison during the onboarding process to identify and resolve issues surrounding compliance in establishing an interface from an Electronic Health Record (EHR) system to CIIS.

  • Identifies and troubleshoots technical issues with existing interfaces to CIIS. Identifies delinquencies in electronic data exchange and works with health care providers to rectify any issues preventing the exchange of electronic data.

  • Tracks all project management activities for interface projects within the Colorado Public Health Reporting (CoPHR) portal.

  • Communicates and implements standards for data exchange.

  • Monitors accuracy and performance of the CIIS data exchange systems.

MONITOR & ANALYZE PRODUCTION DATABASE FOR QUALITY & REMEDIATE WHERE NECESSARY

  • Analyzes quality of incoming data.

  • Communicates deficiencies to external partners.

  • Generates and compiles routine ongoing and ad hoc data quality reports at specified intervals to identify areas where remediation is required.

  • De-duplicates data identified by automated system processes and by CIIS users within the CIIS web application.

OTHER DUTIES AS ASSIGNED

  • Other duties as assigned by CIIS Program Manager and/or Immunization Branch leadership

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Minimum Qualifications/Substitutions:

  • Six (6) years of experience in in collecting, storing, and creating reports from a database or managing, designing, and enhancing datasystems and workflows for reporting functionality and data management. (Substitution)

OR

  • A bachelor's degree from an accredited institution in public health, epidemiology, biology, microbiology, or closely related degree;

AND

  • Two (2) years of experience in collecting, storing, and creating reports from a database or managing, designing, and enhancing datasystems and workflows for reporting functionality and data management.

OR

  • A master’s degree from an accredited institution in public health, epidemiology, biology, microbiology, or closely related degree.(Substitution)

Preferred Qualifications and Essential Competencies:

The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

  • Experience with data exchange between electronic information systems

  • Experience with or knowledge of data exchange standards

  • Professional experience in writing queries, extracting data, and manipulating data utilizing Microsoft SQL Server

  • Proficient with Microsoft Office

  • Excellent listening skills

  • Ability to pay close attention to detail when completing work tasks

  • Ability to use critical thinking when making decisions or solving problems

  • Excellent customer service skills

  • Ability to develop and maintain effective working relationships with others

  • Ability to present ideas accurately, effectively, and concisely, both verbally and in writing
