The person in this position will assist with the management of state and federal environmental review and permitting opportunities across the United States, largely in the Intermountain West and Midwest, to help expand our in-house capabilities. This person will work with clients to identify, scope, and manage environmental review, permitting, and compliance projects as well as provide technical advice and support. Work will involve helping build and maintain relationships with clients primarily in the mining and energy sectors. This position can be served from one of several Barr’s offices; work may require periodic travel.
This person will work with federal, state, local government officials, non-governmental organizations and regulatory staff; resource managers; other industry representatives; technical and information resource experts; and interested and concerned citizens. Responsibilities may also involve supporting business development activities in the mining and energy industries.
This person will also work with multidisciplinary Barr project teams to manage and support the development of state and federal-level environmental review documents and permit applications. Tasks may also include managing archaeological/historical reviews and surveys; managing threatened and endangered species reviews and surveys; managing wetland delineations, inventories, and functional assessments; developing regulatory strategies with clients; consulting and negotiating with regulatory agencies; and supporting public involvement.
Bachelor’s degree in environmental science, environmental policy, natural resources management, or related field
10 years of experience directly related to environmental review and permitting projects in the Midwest and Intermountain West
Proven ability to lead, organize, and direct multidisciplinary teams
Knowledge of and experience with NEPA and state-equivalent regulations and processes
Knowledge of and familiarity with federal and Intermountain West and/or Midwest states’ regulatory agency staff, resource managers, and other government officials
Experience working in a fast-paced, deadline-driven environment
Strong oral and written communication skills and the ability to communicate in a consultative manner with project team members and clients
Demonstrated skills and abilities in negotiation; problem-solving; attention to detail; accuracy and producing high-quality deliverables; project organization and management; fulfilling commitments on schedule and meeting deadlines; leading teams in preparing effective documents and applications; and building strong working relationships
Self-initiative and motivation with an emphasis on client service
A flexible working style and willingness to occasionally modify personal schedule as required to meet project deadlines and/or client needs
Legal authorization to work in the United States without the need for sponsorship
Willingness to travel and work out of town
Acceptable driving record
Recent consulting experience
More than 10 years of experience managing environmental review and permitting projects in the mining and energy sectors
Experience with the following regulatory programs and permitting requirements: environmental review under NEPA and/or state equivalent programs, water rights, wetland permitting (USACE 404), threatened and endangered species (Section 7 compliance), cultural resources (Section 106 compliance), air (NSR/PSD), NPDES, state and federal mining, and/or overhead transmission permits and requirements
Developed relationships with federal and Intermountain West and/or Midwest states’ regulatory agency staff, resource managers, and other government officials
Established relationships with mining and energy-sector clients
Experience working as a third-party contractor on federal EIS projects
Ability to process complex or rapidly developing information to extract key issues and implications and develop appropriate strategies
Experience training and mentoring staff
Current MSHA training certifications
NOTE: Some work locations may feature rough terrain typical of construction sites and may also require entering and working within facilities that include limited accessibility, moving machinery, and other conditions typical of industrial facilities. Job assignments may involve work on waste disposal sites and sites requiring cleanup of hazardous materials. An OSHA-mandated physical exam may be required. Safety training will be provided.
