Vectrus Sr Proposal Manager in Colorado Springs, Colorado

POSITION SUMMARY:

The Proposal Manager will lead proposal development activities for Vectrus Corporation (Vectrus), at its Headquarters in Colorado Springs, CO. While this position is focused primarily on supporting opportunities for Vectrus’ Headquarters, the successful candidate will be part of a highly collaborative, elite proposal team, with members primarily based in Colorado Springs, Colorado, and limited resources in Vectrus’ Reston and Alexandria (Sentel), Virginia offices. In this successful construct, the Senior Proposal Manager may be assigned to lead, or support proposals – remotely, or in person – being developed by Vectrus at locations other than its Headquarters in Colorado Springs, CO. The Senior Proposal Manager will have access to all Vectrus proposal resources (e.g., technical staff, writers, editors, desktop publishers, templates, SharePoint collaboration site, etc.) necessary to develop proposal submissions in response to U.S. Government Request for Proposals (RFPs).

MAJOR JOB ACTIVITIES:

·Provide guidance to Capture Managers, Business Development Leads; actively participate in Capture planning strategy and review meetings.

·Assist Capture Managers with the development of win themes, value propositions, and discriminators.

·Work with the corporate proposal organization to identify and obtain resources needed for completing proposals, to include outside subject matter experts and consultants, as necessary.

·Establish a SharePoint proposal site and ensure team members’ have proper access.

·Ensure proposal team members are utilizing the assigned job code specific to each proposal.

·Analyze RFPs to identify all requirements; ensure development of compliant annotated outlines for proposal sections/volumes.

·Develop and maintain proposal compliance matrices.

·Interface with Contracts and Legal to ensure Vectrus compliance with all requirements.

·Gather questions from across the team (e.g., subject matter experts, Contracts, Legal, etc.) concerning all elements of an RFP following Government guidelines and ensures they are properly submitted to the Government.

·Establish and maintain proposal schedules – from the kick-off meeting, through color team reviews, to final production and submission.

·Collaborate with Cost/Pricing team members to ensure consistency of Cost/Price Volumes with other volumes.

·Lead focused, effective proposal meetings to ensure appropriate progress, identify and resolve issues, and provide guidance to the proposal team.

·Respond rapidly to amendments and make necessary changes/adjustments across the team.

·Define style conventions based on Vectrus standards and individual RFP requirements.

·Approve templates, covers, spines, tabs, section layouts, graphics, etc.

·Identify the need for graphics for each section/volume as appropriate; work with graphics developers to create proposal graphics.

·Work with subject matter experts (e.g., technical and functional departments) to obtain compliant and compelling content for sections/volumes.

·Review daily input from subject matter experts and writers; revectors as necessary.

·Select color team reviewers, schedule review, in-brief review team members, obtain review team feedback, adjudicate feedback, conduct post review sessions with reviewers to clarify issues/or concerns.

·Perform a final review of all documents and signs off on their production and submission readiness.

·Ensure submission via the Government mandated means (e.g., email, web portals, CDs, paper copies, etc.); this may include travel to hand deliver proposals.

·Participate in post-submission proposal lessons learned sessions.

·Lead, develop and submit responses to Government Evaluation Notices (ENs) as required.

·Mentor and provide guidance to more junior proposal staff. Create and maintain a positive proposal development work environment, demonstrate a professional attitude and treat all employees with respect. Share good ideas with the proposal team.

·Maintain and ensure strict compliance with Vectrus policies and procedures relating to Business Ethics and Code of Conduct.

MINIMUM QUALIFICATIONS:

Education/Certifications:

·Bachelor’s Degree. Relative Experience can be substituted for degree requirement.

·Familiarity with the Shipley-based proposal development process is highly desirable.

Experience:

·Minimum of seven years of Proposal Management experience in the Government Contracting industry successfully leading winning proposals in response to U.S. Government RFPs.

· Previous proposal experience leading proposals involving: (1) DoD base operations (facilities and logistics) CONUS and OCONUS; (2) the Intelligence Community; (3) the delivery of IT and Network support and services is highly desired.
