STS is seeking a forward-leaning, resourceful, team-focused Proposal Manager. The Proposal Manager will collaborate with Marketing and Sales/BD, Operations, PMO, Business Services, and functional personnel to provide proposal leadership, direction, solution facilitation, and overall pursuit direction.

Working in concert with corporate proposal resources, the ideal candidate will be certified in the Shipley process and have DOD proposal management experience. They must also be comfortable taking a continually increasing role in driving the strategy and preparation of opportunities from Pursuit through Submission and Award. Exceptional communication, organizational, and strategic-thinking skills are vital to this position, as well as a willingness to consistently lean into the capture and proposal process toward driving rigor and success across the entire proposal and pre-proposal lifecycle.

Primary Responsibilities

Overall management, oversight and tracking of all activities relevant to the development, production and revision of assigned proposals. Analyses the Request for Proposal (RFP) for proposal production guidelines and potential reuse recommendations, development of data collection forms and proposal templates. Develops and maintains the proposal development schedule, outline, and compliance matrix.

The Proposal Manager will be expected to manage/execute: pre-proposal planning activities, kick-off meeting, value proposition conveyance, theme development, schedule management, action/issue tracking, proposal structure, compliance oversight, writing instructions and team guidance, review team coordination, and production oversight.

Essential Job Functions

  • Direction, management and allocation of proposal staff and proposal resources (technical writers, graphic and layout artists, subject matter experts, subcontractor representatives and independent contractors) assigned to proposals.

  • Analyze the government solicitation, identify all requirements and criteria for evaluation, and prepare and distribute the detailed proposal schedule, outline, and guidelines

  • Directs and engages key personnel in all proposal review activities and ensures compliance with all corporate, legal and government requirements.

  • As a Shipley based company, we adapt processes for our team. The Proposal Manager will develop and maintain a proposal calendar that includes all key dates identified in the RFP, as well as internal milestones and reviews.

  • Conducts forecasts of existing and future internal and external proposal resource requirements; including personnel, materials, and services.

  • Develop and manage the proposal team, working with line organization management to identify and assign key proposal leaders (technical management, security, resumes, past performance, pricing, subcontract management, procurement, etc.) and allocate proposal personnel and resources

  • Manage responses to RFPs, RFQs, RFIs, oral presentations, and marketing efforts. Including technical volumes and sections, technical and management approaches, personnel and staffing approaches, past performance and corporate experience.

  • Conducting milestone readiness reviews to assess proposal readiness for color team reviews; adjusting the proposal development schedule accordingly to accommodate corrective actions • Setting color team review goals and objectives; training color team reviewers to participate in reviews; deconflicting color team reviewer feedback; determining disposition of color team reviewer comments; developing the color team recovery plan; and executing the color team recovery plan on-time to meet approved recovery plan

  • Acts as the single point of contact between operational, proposal and production staff relative to all proposal development matters.

  • Serving as volume lead; proposal writer; color team or peer reviewer; or other proposal roles as required - writing and editing content (acting as writer and editor)Reviews or facilitates review of final proposal and all deliverable documents.

  • Must be a proficient writer with experience creating and managing proposal related documents; i.e. proposal directives, executive summary, compliance matrix, proposal outline, proposal related customer questions, storyboards, color review documents, finalized proposal documents, oral presentations, and lessons learned

  • Coordination of all production aspects (word processing, graphics, editing, proofreading, reproduction, printing, collation, and binding) services in support of proposal activities. Maintains a status record and master file for all text and graphics; provides guidance and status reports on proposal and production matters to senior management staff; enforces the editorial guidelines specified for the proposal; manages the virtual proposal development environment.

  • Check websites for updates on all active proposals daily, and notify team of changes.

  • Final binder review of printed materials using the outline to verify compliance with all administrative requirements of the RFP prior to shipping.

  • Maintaining templates for proposal sections and providing guidance to writers in use of templates.

  • Maintain configuration management and control of active and archived proposal files stored on virtual collaboration web sites (SharePoint) and on the network file server.

  • Responsibility across multiple, concurrent projects, this position is characterized by shifting priorities, stringent deadlines, last minute requirements, and frequent evening/weekend hours to accomplish tasks for client deadlines.


  • Demonstrated ability to multi-task, effectively manage time, and keep pace in a dynamic environment while staying organized and follow-up on critical items for multiple, often simultaneous proposals

  • Independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details of an information or proposal request

  • Demonstrated experience assisting in the preparation/maintenance of proposal management artifacts (e.g., outline, compliance matrix, schedule, and proposal cross-reference matrix).

  • Organized and heightened attention to detail

  • Strong interpersonal and communication (written and oral) skills. Must have the ability to present information at all levels of the internal organization and to external team members

  • Organizational skills and ability to prioritize multiple tasks in order to develop and meet schedule requirements

  • Presentation skills and the ability to communicate, influence, and gain commitment of proposal team

  • Advanced, adaptive writing skills with a strong orientation towards clarity, completeness, and compliance.

  • Ability to do write and edit proposal content as appropriate to meet proposal development requirements

Required Skills

Qualified candidates will have the following education and experience:

  • Education

Required:Bachelor’s degree in Business or relation field is required

Preferred:Master’s degree

Formal proposal training and/or relevant certifications (Shipley Proposal Training, Shipley Capture Training, PMP, APMP)

  • Experience

  • 5+ years of proposal management, proposal development, and proposal operations in the federal/defense contracting industry

  • 3+ years of proposal writing experience

  • Full life cycle proposal experience

  • Solid understanding of the FAR and federal government procurement process and policies

  • Evidence of a successful track record of high quality, high scoring proposals

  • Familiarity and use of proposal collaboration tools
