Supporting the Most Exciting and Meaningful Missions in the World Facility Capital Improvements PlannerThe primary purpose of this position is to prepare facility/infrastructuresustainment, repair, maintenance, and new construction pre-designproject documents. Plans, works, and prepares pre-design documents toinclude further developing initial identification and analysis of multiplealternatives to meet project objectives, the thorough definition of projectscope, financial analysis necessary to develop parametric cost estimates,the performance of life cycle cost analysis (Air Force specific costestimating courses will be provided) and appropriate site investigations tomeet Air Force Civil Engineer Center and local submission timelines. Analyzeslocal and Air Force business rules and instructions to determine appropriateprocedures to use to develop pre-design documents. Apportions work to otherco-workers such as project managers; community, environmental, andcultural resources planners; real property specialists; and customers andintegrates into pre-design documentation. Provides, manages, and controlsthe flow and distribution of pre-design documents/materials ensuringcritical collaboration/integration into final project documents. Preparesfacility/infrastructure funding documents including DD Form 1391. Determinesappropriate procedures to use, then organizes and facilitates in-housefacility and infrastructure planning charrettes that are initial projectscoping meetings of multidiscipline engineers to determine project alternativefeasibility and integrates participant input into a report documentingfindings to include a narrative, preliminary single line site drawings,and floor plans, and parametric cost estimates that address rough order ofmagnitude determination of types of work to accomplish. Supports ComparativeFinancial Analysis preparation: cost and value comparison to determine themost appropriate solution to meet customer requirements. Manages sharedonline project planning tool: inputs/tracks project data on a web-basedproject management software system. Implement metrics and analyzes systems toensure actions are timely and reviewed at critical points. Reviews projectsin design to ensure proper work classification (e.g. new construction vsrepair/renovation) is used. Assists in project prioritization/5-yearbudget development for future planning, study, design, or constructionfunding.Qualifications:One to three years' experience supporting engineering construction costestimating or construction management. Experience using commercially availableestimating tools to develop the required estimates and ensure all majoraspects of the project are covered. Familiarity with PACES parametric costestimating software desired. Associates degree or higher desired. Workingknowledge of office automation software (MS Windows, MS Office,including PowerPoint, Word, and Excel) required. Must be able tosuccessfully complete a National Agency Check with Inquiries (Tier 1)background check. Must have and maintain a valid state driver's license.Must be able to successfully complete a drug/alcohol test and a criminalrecord check.
