PAE Facility Capital Improvements Planner in Colorado Springs, Colorado

Supporting the Most Exciting and Meaningful Missions in the World Facility Capital Improvements PlannerJob Description:* The Facility Capital Improvements Planner ensures customer facility andinfrastructure requirements are converted into facility projects that areproperly documented, prioritized, authorized, approved, and funded inaccordance with all laws, policies, and regulations* Knowledge of a wide range of engineering methods, principles andpractices and familiarity with engineering disciplines and architecture* Knowledge of construction standards, methods, practices andtechniques, materials, and equipment to determine compliance withFederal, state and local codes and regulations* Ability to analyze, interpret, and apply rules, regulations, andprocedures to a variety of situations and to recommend timely and economicalso* Knowledge of design, job planning, and cost estimating for the tradesand crafts involved in the execution of program operations with a focus instructural and architectural areas* Ability to plan, conduct, and record site/facility surveys andinspections* Maintains information in the Automated Civil Engineer System ProjectManagement (ACES-PM) facility project database and helps preparepresentations for and responses to installation leadership on facility projectprograms* Prepares initial planning cost estimates using parametric cost estimatingtools for facilities and infrastructure maintenance, repair, andconstruction projects* Ensures Civil Engineering complies with legal and regulatory requirements* Researches, interprets, analyzes, and applies proper Air ForceInstructions (AFIs), with particular emphasis on AFI 32-1032,Planning and Programming Appropriated Fund Maintenance, Repair, andConstructio* Utilizes and interprets guidance from Unified Facilities Criteria(UFC's), U.S. Code, guidelines, pamphlets, policies, andletters when programming facility and infrastructure projects* Monitors coordination/approval process for converting work requestsinto contract projects to include validating proper work classification duringprogramming, design, and construction to ensure statutory project approvalis obtained from the correct approval authority* Creates programming level cost estimates for future programmed projectsusing parametric cost estimating tools.* Develops plans and writes justifications for capital improvement projectsfor USAFA facilitiesExperience and Education: 2-5 years working in a DoD/Government CivilEngineering organization, Civilian Department of Public Worksorganization, or Engineering Firm providing programming, design,and/or construction support. Knowledge of DOD/Gov't/Air Force CivilEngineering funding processes and funding sources including MILCON, OandM,and Non-Appropriated Funds is a plus.Qualifications: Must be able to work in a professional office settingincluding collaboratively engaging customers, peers, and leaders in theperformance of duties assigned. Have a basic proficiency with the MicrosoftSoftware Office Suite. Familiarity with Parametric Cost Engineering System(PACES) estimating software is desired.EDUCATION: BS degree in Architecture, Engineering, or ConstructionManagement from an ABET-accredited university program is preferred.REQUIRED CERTIFICATIONS: Must possess and maintain a valid ColoradoDriver's License. Must provide an official DMV report.
