E3/Sentinel seeks an individual with a growth mindset to lead a Department of Defense focused program focused on Engineering, Construction, and Quality Assurance services for an existing Navy, Air Force, and Army portfolio of projects. Primary responsibilities include providing professional project management support for Non-Appropriated (i.e. Services), Major Construction, Appropriated Funded Military construction and Facility Sustainment, Restoration and Modernization (FSRM) projects. Duties Inlcude:

Serve as the on-site Subject Matter Expert and liaison between the construction contractor and Government representative on contract changes and issues.
Design and prepare reports, studies, and related documentation, make charts and graphs to record results.
Prepare and deliver presentations, trainings, and briefings, as required.
Standup and staff Construction Phase Support contracts dealing with construction management and quality assurance support.
Participate in all pre-award activities to include conducting plan-in-hand reviews
Review all contractor’s administrative submittals and coordinate review of technical submittals with Designer of Record.
Develop contract modification statements of work and cost estimates for identified construction changes.
Provide engineering and construction recommendation on differening site conditions and design changes.
Support Government negotiations with construction contractor.
Coordinate support to review and witness successful testing and commissioning/certification of critical systems.
Review accuracy of contractor invoices.
Clearance: SECRET or ability to obtain secret clearance in 90 days
Bachelor's Degree in either engineering, architecture or construction management
10 years of relevant experience
5 years of cost estimating experience
Familiarity with computer software such as Computer Aided Design and Drafting (CADD) programs.
Cost estimating experience across multi-disciplined, complex projects across a variety of building types (i.e.: Admin building, facilities requiring compliance with ICD/ICS 705, shops, etc..)
Routine interaction with senior DoD leadership
OSHA 30 Certified
Prior experience specifically supporting a USAF Civil Engineer Squadron
