Leidos Engineering Manager - Antarctic Support Contract in Centennial, Colorado
Leidos Antarctic Support Contract (ASC) is the prime contractor to the National Science Foundation (NSF) in support of the United States Antarctic Program (USAP). Leidos ASC operates and maintains over 430 buildings & structures encompassing approximately 900,000 GSF of space year-round, across three geographically remote research stations; McMurdo Station, Palmer Station, and South Pole Station and 2 Research Vessels. Each station supports world class research and the facilities are a critical part of this mission and supports over 1300 people living, working and performing research across Antarctica.
Leidos is seeking an Engineering Manager in Centennial, CO. The Engineering Manager will oversee the full engineering scope of the Antarctic Support Contract (ASC). This includes the engineering aspects of systems operations, and maintenance support of the stations on Antarctica, engineering associated with infrastructure revitalization through multiple capital projects including a major design-build project. The Engineering Manager is also responsible for the management of design and construction engineering support, testing and validation, engineering document configuration and control.
Primary Responsibilities Include:
Provide solutions to support the operations, construction and maintenance of facilities in Antarctica.
Coordinate and oversee the preparation of design documents, including basis of design (BOD) documents, calculations, construction drawings, and specifications for in-house and subcontracted services.
Coordination of necessary site and facility inspections as part of facility sustainment activities.
Supervise the development of engineering calculations and analyses.
Support and lead code interpretations, responses to configuration changes, and replies to on-ice inquiries and various requests for information (RFIs).
Schedule and oversee the providing of engineering, drafting, estimating, and administrative support to ASC project proposals, project development, funded projects, and sustaining efforts for all functional areas.
Managing the drafting resources who are responsible for coordinating and drafting drawings in support of project design reviews, engineering analyses, and as built drawings.
Supervising the estimating staff which is an ASC wide resource for Rough Order Of Magnitude (ROM) scoping estimates, and estimate deliverables at all design phases, producing material take offs (bill of materials), as well as consultation on materials and labor costing.
Support the design process through the projects life cycle, overseeing and directing technical resources, monitoring the technical aspects of the project, coordinate with Project Managers, Sub-contractors and stakeholders and perform design management functions through construction.
Coordinate all engineering discipline staffing requirements.
Monitor the quality and progress of the design on each project, ensuring that production requirements are satisfied. Works closely with Project Managers to resolve any existing or forecasted problems related to design staffing, quality of work, schedule performance, or productivity.
Establish the ASC program requirements for engineering services and requirements.
Oversee Engineering Change Management Process to ensure engineering changes are completed and communicated to all affected parties.
Reviews and approves discipline staffing budget estimates and staffing assignment schedules, maintain appropriate staffing level, including temporary personnel, as needed. Reviews and approves staff forecasting reports.
Establish standards and procedures manuals for engineering services for the ASC program. Create detailed engineering plans, processes, and procedures for engineering staff to use and abide by.
Answer questions and resolve issues brought forth by the engineering team members.
Propose and oversee budgets and timelines for engineering projects and activities.
Check and confirm the accuracy of the work performed and the methods used by engineering staff.
Conduct various assessments and quality assurance checks to verify the quality of completed projects.
Monitor and determine various staffing and training requirements necessary to maintain current and competent technical capabilities.
Hire, train, and supervise engineering staff members.
Communicate and collaborate with other managers, suppliers, and contractors.
Prepare and deliver various engineering-related presentations, both internally and externally.
Serve as the engineering leader and technical expert.
Bachelor’s Degree in engineering from an Accreditation Board for Engineering and Technology (ABET) institution.
10+ years of engineering experience, 5+ in a management/leadership role.
A Professional Engineer registered in the US.
Proven leadership and team building skills along with a professional demeanor.
Proven ability to perform in a technical supervisory/managerial capacity.
Thorough knowledge of industry practices and regulations.
Possess a thorough knowledge of current technology and the capabilities and efficiencies of specific engineering design software for use in completing engineering assignments.
Possess basic proficiency in one more or software programs including knowledge of SharePoint, Aconex, Blue Beam, AutoCAD, Word, and Excel.
Must be familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.
Must be willing to travel to project sites.
Analytical and mathematical mind, capable of evaluating and solving various complex problems.
Self-motivated attitude with the ability to multitask and thrive in a timeline-driven environment.
Interpersonal communication skills with expertise in distilling complicated topics to a broader audience.
- Master’s degree in related field.
PHYSICAL AND / OR OTHER SPECIFIC REQUIREMENTS: Deployment will be required in this position. This position requires successful completion of the National Science Foundation (NSF) physical, dental, and psychological examinations for deploying to Antarctica. Failure to meet these requirements may result in withdrawal of employment offer or other employment action. US citizenship or permanent residency is required.
