Raytheon Intelligence, Information and Services (IIS) Global Intelligence Solutions (GIS) Business area is currently seeking a Chief Engineer (CE) to provide technical direction and oversight of the Ratchet Mission Apps Program. Raytheon is seeking an individual who understands Enterprise Service Operations of complex mission critical systems as they relate to both CONUS and OCONUS customer locations. The program environment includes Ground segment systems deployed on bare metal, common compute, and cloud based virtual infrastructures. The CE will be responsible for all aspects of Tier-2 Operations and Maintenance (O&M) for assigned systems and will foster process/procedural standardization and alignment with customer directed strategies. The CE will directly interface with multiple Managed Service Provider program POCs to determine, set, and monitor Organizational Level Agreements (OLAs) and will utilize metrics and performance reporting data to ensure mission availability and effectiveness. The CE ensures the success of all program technical objectives for Ground segment system O&M and is the single leadership point of contact responsible for all engineering execution of the program. The CE oversees all technical, schedule, and financial performance of engineering work. The CE is accountable to the Program Manager and the Customer. The CE also plans, organizes, and administers technical reviews; evaluates the work of staff through subordinate levels of supervision; provides policy guidance to staff; coordinates engineering designs and builds; monitors the day-to-day operations; provides suggestions for all major technical decisions and designs; and represents engineering on the management team. The CE also serves as the primary technical interface between the customer and the program office. Education and Experience (education and experience requirements) Required Skills: 12+ years of demonstrated technical and leadership experience in Service Operations of large scale analogous and fragmented system deployments operating on diverse technologies ranging from legacy proprietary software to modern architectures and frameworks Demonstrated deep knowledge of other related disciplines (Software, Hardware, etc) Demonstrated knowledge and experience of the following systems engineering functions: - Requirements development and management - System architecture - System design - System integration, verification and validation - Configuration management The CE ensures adequate and timely participation in Engineering Review Board and the Risk & Opportunity Management Board Experience in the development and review of proposals and Engineering Change Requests including bidding and Basis of Estimate development Experience in planning, tracking, and the completion of assigned project/program milestones Proven experience as key spokesperson on program’s technical capabilities and future directions Excellent interpersonal skills; establishing and maintaining working relationships with all levels of customer organizations, customers, users, peer groups, associate contractors, and vendors Excellent written and oral communication skills, including presentation skills to customers and/or senior leadership Experience with Microsoft Office suite of tools, particularly Excel, Project, and PowerPoint Ability to the identify, manage, and mitigate technical risk Ability to travel as needed to support program and business goals U.S. Citizenship Desired Skills: 15+ years of experience in mission system O&M or related industry experience 8+ years of experience as a CE for a large, fixed-price program that include firm fixed price subcontractors who must deliver significant system content Demonstrated expertise in a multi-national, multi-cultural setting Raytheon Six Sigma Specialist Qualification or equivalent industry certification (e.g., Green Belt) ITIL Service Operations Certification Required Education (including Major): B.S./B.A. in Aerospace Engineering, Systems Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, Physics, Math, or a science Existing TS/SCI clearance with CI Poly clearance required.
